Northern Ireland clears final legal hurdle for Graduated Driver Licensing

The Northern Ireland Assembly has approved the Regulations required to introduce Graduated Driver Licensing (GDL), confirming that the new road safety scheme will come into effect on 1 October 2026.

The approval marks the final legislative hurdle before GDL is introduced, making it the most significant reform to driver licensing and testing in Northern Ireland for almost 70 years.

The new system is designed to reduce the disproportionate involvement of new - primarily young - drivers in fatal and serious road traffic collisions. It introduces a structured approach to learning to drive, including a mandatory minimum six-month learning period supported by a learner logbook before a practical driving test can be taken. Post-test protections, including initial passenger restrictions for newly qualified drivers, will also be introduced.

Infrastructure Minister Liz Kimmins welcomed the Assembly's decision, saying:

"GDL is a structured approach to learning to drive and will better prepare learners for independent driving, by helping them understand how human factors affect their driving style."Too many lives are lost and too many shattered by the consequences of road deaths and serious injuries here. Road safety is a priority for me and GDL will be a valuable lifesaving tool."

The new arrangements will apply to all learner drivers and motorcycle riders whose provisional licence entitlement begins on or after 1 October 2026. Those who already hold a provisional licence will have until 31 March 2027 to pass their practical test before becoming subject to the new GDL requirements.

Graduated Driver Licensing is widely recognised as the strongest evidence-based intervention for reducing young driver collisions. International research has consistently shown that GDL helps reduce deaths and serious injuries by enabling newly qualified drivers to gain experience gradually while limiting exposure to the highest-risk driving situations during the early months after passing their test.

Protect Young Drivers will continue to follow the implementation of GDL in Northern Ireland and share updates as the new system is introduced ahead of 1 October 2026.
